Act as a backend reviewer. Inspect [query parser code], [API contract] and [sample URLs] for repeated query keys such as tag=a&tag=b. Determine whether first, last, list or rejection behavior is intended. Return a minimal test table including empty values, encoded separators and reordered duplicates, with observed versus expected behavior. Do not change the contract silently or run mutating requests.
